As far as we can tell, we didn’t really get any updates for HomeKit or the Home app in iOS 13.3, but it does look like HomePod received some stability improvements and bug fixes. The update was primarily focused on improving the multi-user experience and personal requests, but it also fixes a problem that interrupted audio playback after taking a call on a stereo pair of HomePods.
